No, the girls don't build comb in the roof. It's a tiny space. Maybe if you have one of those garden hives they would. They recognize the inner cover as the top of the hive and they don't build comb on the roof. The only time I've had bees build comb on the inner cover is when I was missing some frames in the box below the inner cover and they built comb from the lower side of the inner cover - what a mess!
